Do I need a licence?

To decide if an activity is covered by the regulations and needs a licence to operate, you should consider all of the guidance linked below:

A licence is required if you do either or both of the following:

  • Breeding 3 or more litters of puppies in any 12-month period - unless you can prove that none of the puppies have been sold as puppies or adults
  • OR breeding dogs and advertising a business of selling dogs - as defined under the business test. Businesses need a licence regardless of the number of litters produced . This is not restricted to registered businesses. Individuals can also be classed as a business depending on the extent of their activities.

If you feel that you out of the scope of the regulations, it will be your responsibility to evidence this.

£601.00 + vet inspection fee if required. PLEASE NOTE: The vet inspection fee must be paid before any licence is issued

All new dog breeding applications will be subject to a vets inspection.

Other fee's and charges:

Minor Amendment of Licence: £54.00 hourly rate (minimum of 1 hour)

Major Amendment of Licence: £54.00 hourly rate (minimum of 2 hours)

Request for Re Rating: £54.00 hourly rate (minimum of 2 hours)

How long does the process take?

Following a successful inspection, we will aim to issue your licence within 28 days.

Lucy’s Law

The Government has announced legislation known as ‘Lucy’s Law’. This will mean that puppies and kittens can no longer be sold by a third party seller. The legislation came into force on 6 April 2020.

The Government launched a new campaign in March 2020, raising awareness of the dangers associated with buying pets online and deceitful sellers. The campaign, including advice for potential owners to follow, can be found at: https://getyourpetsafely.campaign.gov.uk/.
