Below are details of all ongoing applications which are subject to public consultation.
Members of the public who wish to submit a representation in regards to a Premises Licence or Club Premises Certificate application need to be aware their personal details will be made available to the applicant. If this is an issue they may contact a local representative such as a ward, parish or town Councillor or any other locally recognised body such as a residents association about submitting the representation.
The Council is not able to accept anonymous representations. Representations must include your full name, address and contact information (telephone number, email address).
‘Relevant representations’ are representations:
- about the likely effect of the premises licence on the promotion of the licensing objectives;
 - which have not been withdrawn and are not, in the opinion of the Council, frivolous or vexatious.
 
The four licensing objectives are:
- The prevention of crime and disorder
 - Public safety
 - The prevention of public nuisance
 - The protection of children from harm
 
Any issues which fall outside of the licensing objectives will not be considered relevant.
For example:
A person wants to use a premises to open a convenience store selling groceries, newspapers and general household items. They would also like to be able to sell alcohol so they apply for the appropriate licence.
During the consultation period, a nearby resident objects to the application stating ‘’the premises are on a busy road and the opening of a new shop will increase the amount of traffic passing my property which will mean it takes me longer to get my car off my driveway’’.
This is not a relevant representation because traffic is not a licensing objective and even if the licence application was refused, the premises could still operate as a convenience store any potential increase in traffic would happen regardless of whether or not the premises was licensed for the sale of alcohol.
It is for delegated officers of the licensing authority to determine whether a representation is frivolous or vexatious.
Where relevant representations are received about an application the authority will hold a hearing to consider them unless the authority, the applicant and everyone who has made representations agree that the hearing is not necessary.
Applicants and those making representations should seek, in advance of any hearing, to try to reach agreement or to narrow the areas in dispute, particularly where both are professionally represented.

The Empress Building will operate with a strong commitment to upholding all four licensing objectives. We employ trained staff, professional security, and robust management systems to ensure the premises is safe, welcoming, and responsibly operated. All staff receive ongoing training in licensing law, customer care, and safeguarding. CCTV operates throughout the premises and entry policies are enforced to maintain a safe and secure environment. We work closely with local authorities, police, and community stakeholders to ensure the venue remains a positive and responsible part of the Mexborough community.
b) The prevention of crime and disorder
CCTV system covering entrances, exits, and public areas, monitored and retained in line with police guidance.SIA-licensed door supervisors employed at events where necessary.Challenge 25 policy strictly enforced to prevent underage alcohol sales.Staff trained in conflict management and responsible alcohol service.Strong dispersal policy to ensure safe departure of patrons at the end of events.Zero tolerance policy on drugs, weapons, and antisocial behaviour.
c) Public safety
Venue capacity limits monitored and controlled by staff.Fire alarms, extinguishers, emergency exits, and signage regularly maintained and tested.First aid trained staff present during events, with first aid kits and defibrillator available.Risk assessments carried out for all events and activities.Clear incident reporting procedures in place.Regular staff training in emergency and evacuation procedures.
d) The prevention of public nuisance
Noise levels managed with a sound limiter and regular monitoring to prevent disturbance to neighbours.Windows and doors kept closed during live performances (except for access/egress).Outdoor areas managed to prevent nuisance from smoking and congregation.Events scheduled and managed with dispersal procedures to minimise late-night disturbance. Clear signage requesting customers leave quietly and respect neighbours.
e) The protection of children from harm
Challenge 25 policy applied to all alcohol sales. Children permitted only at suitable family-friendly events; age restrictions enforced for others. Safeguarding policy in place and staff trained to recognise and report concerns.No unaccompanied children permitted after 9pm.Clear procedures to prevent access to inappropriate entertainment or materials.

In addition to the conditions below additionally the following will apply for online orders / telephone orders and deliveries. Any sales of alcohol will be to persons over 18 and this will be validated.
b) The prevention of crime and disorder
The Challenge 25 scheme must operate including a refusals log, signage and the maintenance of staff training records.
Door supervisors will not be required however, a risk assessment will be undertaken should unusual events takes place and if they consider it appropriate will employ the same. Where engaged, door staff shall be licensed by the SIA.
Drinks may not be removed from the premises in open containers save for consumption in any external area provided for that purpose. The premises will maintain a register of refusals and incidents. Such records will be kept and made available for inspection of the authorities Staff will receive training on matters concerning underage sales, drugs policies, and operating procedures including evacuation procedures Records of such training will be kept and made available for inspection of the authorities.
The use of polycarbonate drinking vessels shall be risk assessed by the DPS, Polycarbonate drinking vessels shall be used during any music concert type events and all bottles will be decanted into Polycarbonate drinking vessels during such events, or at anytime when advised by South Yorkshire Police.
A CCTV system to the specification of South Yorkshire Police will be fitted, maintained and in use at all times whilst the premises are open (in line with specification July 2016) . The CCTV images will be stored for 30 days and police and authorised officers of the council will be given access to images for purposes in connection with the prevention and detection of crime and disorder. Members of the management team will be trained in the use of the system.
The premises will maintain a register of refusals and incidents. Such records will be kept and made available for inspection of the authorities
Staff will receive training on matters concerning underage sales, drugs policies, and operating procedures including evacuation proceedures Records of such training will be kept and made available for inspection of the authorities.
c) Public safety
All safety certificates and inspection reports will be kept on site and will be made available for inspection officers or relevant statutory bodies.
An adequate and appropriate supply of first aid equipment will be available on the premises.
Fire safety measures provided on the premises will be maintained in good working order and their adequacy will be determined on a regular basis
All staff will be trained in relation to emergency and general safety procedures.
d) The prevention of public nuisance
Clear and legible notices shall be displayed at all exits requesting the public respect the needs of local residents and to leave the premises and area quietly.
A designated member of staff will take a proactive approach to noise control, checking outside the premise to ensure that noise is kept to a reasonable level and manage noise levels internally so as not to cause nuisance
e) The protection of children from harm

CCTV
1.1 The premise are to operate an effective CCTV system which is to be maintained in good working order at all times the premises is open for business.
1.2 The recording medium (e.g. disks / tapes / hard drive, etc.) and associated images are to be retained and securely stored for a minimum period of 28 days and are to be made available to the police / authorised officers of the Licensing Authority upon request.
1.3 The premises licence holder or designated premises supervisor is to provide the police with the contact details of at least one other member of staff (or other person(s)) who is trained and familiar with the operation of the equipment so that, at the expense of the premises licence holder, they are able to check that the equipment is operating properly and that they are able to provide copies of recorded data upon request and within no more than 12 hours from the time of the request.
1.4 The premises licence holder / Designated Premises Supervisor must notify the licensing office or the Police in the event of CCTV breakdown as soon as is reasonably practicable and in any event within 24 hours.
1.5 In the case of a breakdown or malfunction the premises licence holder / designated premises supervisor shall make sure that the CCTV is in working order as soon as practicable
- b) The prevention of crime and disorder
 
2 A written delegation of authority record will be kept at the premises whereby non
personal licence holders are authorised to make sales on behalf of a personal licence holder.
- Staff training shall take place on the Licensing Act and Licensing objectives upon
 
commencement of employment and every six months thereafter, a written record of this training is to be maintained and made available to the police and any authorised officer of the Council for inspection on request.
- An incident book/register shall be maintained to record:
 
i.All incidents of crime and disorder occurring at the premises.
ii.Details of occasions when the police are called to the premises.
- This book/register shall be made available for inspection by a police officer or other
 
authorised officer on request.
- c) public safety

- d) The prevention of public nuisance
 - Management and staff are to use their best endeavours to prevent persons loitering outside
 
the premises and to ensure that persons refused entry or ejected are asked to leave the vicinity of the premises.
- Prominent, clear and legible notices must be displayed at all exits requesting that customers
 
respect the needs of local residents, to leave the premises and area quietly and to properly dispose of litter.
- Staff will monitor the area immediately outside the premises on a regular basis to check for,
 
and to properly dispose of any litter from the premises.
- e) The protection of children from harm
 - The premises will operate a "Challenge 25" proof of age policy, and signage to this effect
 
is to be prominently displayed within the premises. Persons who appear to be under the age of 25 must produce for thorough scrutiny by staff, proof of identity/age before being
sold/supplied alcohol. Only a passport or photo-card driving licence or a proof of age
card bearing the official 'PASS' accreditation hologram should be accepted as proof of age.
- The premises is to maintain a refusals to record the details of incidents / descriptions of
 
individuals whenever a member of staff has refused to sell alcohol to a person suspected of being under the age of 18 and record the circumstances of any incident. The book must be made available to the police / authorised officers of the Licensing Authority on
request.
- Proxy signs will be on display warning customers not to buy alcohol for children.

 - The premises will deploy door staff from 22.00hrs when trading past 22.00hrs. Door staff will sign on and off duty. The premises will keep a profile of all door staff which will include a copy of their SIA licence and photographic ID. (If photographic ID is not available then a utility bill no older than 3 months will be acceptable.) The signing in & out sheets and profiles will be kept on the premises for a minimum of 3 months and made immediately available to any of the responsible authorities on request. Door staff will wear a fluorescent coat, jacket or waistcoat while on duty at the premises.
 - Door staff will remain on duty until all the customers have dispersed.
 - The numbers of door staff and any earlier start time will be risk assessed by the premises. This risk assessment will be made available to any of the responsible authorities immediately on request.
 - The premises will operate a search policy. The policy will be made available to any of the responsible authorities on request.
 - The premises will operate a dispersal policy. The policy will be made available to any of the responsible authorities on request.
 - CCTV will be fitted in the premises. Images will be retained for a period of at least 31 days and will be made available to any of the responsible authorities to view or copies produced on request. If for any reason the CCTV hard drive needs to be
 - replaced the previous / old hard drive will be kept on site for a minimum of 31 days and made immediately available to any of the responsible authorities on request.
 - All windows to be closed and remain closed while regulated entertainment is taking place after 20:00 hours except for ingress and egress or cases of emergency.
 - Once each week the CCTV system will be checked by the DPS or their nominated deputy. The time and date of the check the identity of the checker and the result of the check will be recorded in the incident log for the premises.
 - Door staff will remain on duty until all the customers have dispersed and this will form part of the premises dispersal plan
 - If the premises is hired out or any promoted event with/by a third party the premises will notify Licensing Police Team (by email) a minimum of 28 days prior to the event taking place. This notification will be accompanied by a risk assessment
 - tailored for that event. As well as the security plan the risk assessment will include the names, addresses and dates of birth of the person(s) hiring the room or promoter. It will also include the real names and stages names of any artist, DJ, band or performer.
 - The premises will be free of customers half an hour after the conclusion of licensable activity.
 - The premises is to adopt and display a clear notice to the effect that there is a strict policy of "NO ID, NO ENTRY".
 - All persons (including staff, DJs and entertainers) entering the premises whenever licensable activities are being carried on will be subject to a search. Each of those activities will be undertaken by a separate door supervisor.
 - No person will be allowed entry to the premises after 03:30 hours on Friday and Saturday, save for re-entry for persons who were on the premises before 03:30 hours Friday and Saturday. Every person re-entering the premises will be strictly subject to searches.
 - A refusals log will be maintained at the premises. Each entry will be signed off by the DPS.

 - A record of such observations shall be kept, records shall be completed immediately after the observation detailing the time, location and duration of the observation, the level of noise breakout and any action taken to reduce
 - noise breakout. Records shall be available at all times upon request to an authorised officer of the Licensing Authority, Environmental Health Department or the Police.
 - A fire risk assessment will be conducted. Any findings will be actioned and the premises made safe in the allocated time of the risk assessment.
 - All sofas and furnishings will comply with the BS 7166 regulations (to a minimum of crib ignition source 5)
 - Suitable fire alarm will be installed which meets the BS 5839 standards and a copy of the certificate will be made available to responsible authorities. The system will be tested weekly and records will be kept. Any faults will be recorded and rectified by an approved competent person.
 - The emergency lighting system will be installed to the BS 5266 standards to ensure all exits routes are illuminated in the vent of a power failure. The system will be tested monthly, and records kept.
 - The Designated Premises Supervisor is aware of his responsibilities to the staff and customers in respect of public safety and will take all reasonable steps to ensure the maintenance of all provided safety arrangements and equipment in accordance
 - with the requirements of current installations.
 - All deliveries will be received between 10:00 and 20:00.
 - The Designated Premises Supervisor or other competent person shall carry out observations in the vicinity of the premises on at least two intervals between 23:00 and 02:00 (Monday – Thursday, Sunday) and 23:00 and 05:00 (Friday and Saturday)
 - whilst live music or recorded music is playing in order to establish whether there is a noise breakout from the premises.  - The Designated Premises Supervisor and staff will at all times remain aware of their responsibilities under the objective, including that alcohol shall not be sold to anyone under the age of 18. Alcohol Sales
Patrons are not permitted to remove drinks in open bottles/glasses or other open vessel from the licensed premises at any time.
CCTV
(a) The premises shall install and maintain a comprehensive CCTV system covering all
entry and exit points,
(b) enabling facial recognition and frontal identification of every person entering in any
light condition.
(c) The CCTV system shall continually record whilst the premises is open for licensable
activities and during all times when customers remain on the premises and will include the external area immediately outside the premises entrance.
(d) All recordings shall be stored for a minimum period of 31 days with date and time
stamping.
(e) Viewing of recordings shall be made available immediately upon the request of
Police or authorised officer throughout the entire 31-day period.
A staff member from the premises who is conversant with the operation of the CCTV system shall be on the premises at all times when the premises is open.
This staff member must be able to provide a Police or authorised council officer copies of recent CCTV images or data with the absolute minimum of delay when requested.
Staff Training
All staff responsible for selling alcohol shall receive induction and/or refresher training (at least annually) commensurate with their role and responsibilities in relation to the sale of alcohol and the times and conditions of the premises licence.
Training shall include Challenge 25, the requirement and process for completing both the incident log and refusal log (detailed below).
Training will be documented, kept at the premises for at least 12 months from the last entry, and made available to the Police and/or Local Authority upon request.

All outside tables and chairs shall be rendered unusable by (23.00) hours each day.
b) The prevention of crime and dis order
Refus al Log
There shall be a register for the recording of all alcohol sale refusals, including attempted under-age sales, proxy sales and refusals to those who appear intoxicated.
Details to be recorded shall include the date, time, person’s name (if known), a physical description of the person, the reason for the refusal, names of staff involved, whether the refusal was captured on CCTV, and any identification document coming into the possession of a member of staff, including the name on the identification document.
The register shall be available for immediate inspection by any authorised officer of the responsible authorities and shall be securely retained by the licence holder for a for a period of 12 months from the date of the last entry.
Incident Log
An incident log shall be maintained on the premises to record all incidents and
accidents.
Records should include occurrences of: anti-social behaviour, admission refusals, ejections, seizure of prohibited items, casualties/unwell customers, welfare and safeguarding matters, accidents, and safety incidents.
The records shall include the date, time, and location of the incident; nature of the incident; personal details and contact information for all people involved including any witnesses, SIA and Personal Licence numbers, any crime number and details of police officers attending.
The entry must also include a note of the action taken and, where relevant, a note of the actions to prevent any reoccurrence should also be included.
Incident and accident records may be kept in a bound register with consecutively numbered pages or electronically on a secure digital system. In each case, the information recorded must be processed, stored, and handled in compliance with The General Data Protection Regulation.
The records shall be available for inspection by any authorised officer of the responsible authorities and shall be securely retained by the licence holder for a period of 12 months after the last entry.
