Temporary Pavement Licence for Alfresco purposes in Doncaster
The Business & Planning Act 2020 delegates the issue of Temporary Pavement Licences to the local authority.
Do I need a licence?
You will need a licence to use an outside seating area for your customers to consume food and/or drink purchased from your premises.
What do I need to apply?
To apply for this licence, you must:
- Be the operator of a pub, bar, restaurant or cafe.
- Make sure that there is enough room for your customers and staff to maintain social distancing.
- Make sure that there is enough room for pedestrians, prams and wheelchairs to get past whilst maintaining social distancing.
- If you are based in Doncaster town centre, due to the Public Space Protection Order (PSPO) you are not eligible to be granted a Temporary Pavement Licence under the Business & Planning Act.

Checklist
- Complete Application
- a plan showing the location of the premises shown by a red line, so the application site can be clearly identified
- a plan clearly showing the proposed area covered by the licence in relation to the highway, if not to scale, with measurements clearly shown
4. evidence of Public Liability insurance which covers the proposed area - photos or brochures showing the proposed type of furniture and information on potential siting of it within the area applied
6. you will also be required to provide by email, within one working day, a photograph showing the public notice on display in the window of your premises
Please note that this licence only gives permission to place tables, chairs and related infrastructure on the public highway. This licence does not exclude the applicant from other regulatory responsibilities, for example you would need a Premises licence if you wanted to sell alcohol.

How long does the process take?
Once we have a completed application the Council will:
- publish your application and supporting documents on its website for 7 days, starting the day after the complete application is submitted, to allow anyone to make a representation
- We will also consult with relevant bodies including South Yorkshire Police and Doncaster Council – Highways Department.
- Any representations received during the consultation period will be considered when determining your application.
Doncaster Council has 14 days from the day after the complete application is submitted to consult on and determine the application. If granted, a licence will be sent to you by post.
Each application is determined on its own merits after consideration of any representations received.
