Local Land Charges Register and Con29 enquiries
Local Land Charges operates as a One Stop Shop for the purpose of carrying out an Official Local Authority Search which includes the Con29 Enquires of the Local Authority. All our fees have been set on a cost recovery basis in line with the current legislation.
An Official Local Authority Search consists of:
LLC1 - Official Certificate of Search
The 12 parts to the Land Charges Register are as follows:
- Part 1: General Financial Charges
- Part 2: Specific Financial Charges
- Part 3: Planning Charges
- Part 4: Miscellaneous Charges
- Part 5: Fenland ways maintenance Charges
- Part 6: Land Compensation Charges

The entries relate to such matters as:
- outstanding liability for road charges
- financial charges against a property under various Housing and Environmental Acts etc
- Improvement Grants
- Tree Preservation Orders
- informing prospective purchasers if trees on their land are protected
- whether or not the property is situated within a Conservation Area, if the property is a Listed Building, land compensation charges and a multitude of other charges made under various Acts of Parliament may apply.
These charges are levied against the property to be redeemed at the time of sale. If this does not happen, the new owner of the property becomes liable for the charge.
The information revealed on the LLC1 is only for the area of land or postal address in question and no information is given as a general rule about what is happening on neighbouring properties.
Con29 – ‘Required’ Enquiries of the Local Authority (2016) Edition
The Con29 is a set of questions which have been designed to reveal information about the land/property to be purchased.
The questions which are covered by the Con29 include:
- the maintenance of roads, ie whether or not it is maintained by the Local Authority, whereby repairs and snow clearance will be carried out
- whether or not the roadway fronting is the subject of major road schemes etc
- all planning matters, including Building Regulations, Planning Applications and Decisions, Enforcement Notices, Compulsory Purchase etc
- Environmental Health issues which would include Clearance Areas, Smoke Control Areas and Contaminated Land etc
Con29 and Con29O should be submitted together with the LLC1 to constitute a full Local Authority Search, or may be submitted separately as stand alone documents

Official Local Authority Searches
Local Land Charges Register - (LLC1 only)
An LLC1 search covers all information held on the Local Land Charges Register and can be purchased for £28.00. The fee has been calculated according to Government legislation and you can apply by submitting the relevant forms to us by post or by using our eSearch. An LLC1 can also be obtained via one of the National Land Information Service (NLIS) channels http://nlis.org.uk
When submitting the LLC1 form a plan should be provided which:- shows the area to be searched on outlined in red
- is based on an up to date Ordnance Survey map at a scale of 1:2500 or 1:1250
- shows at least two named roads and all surrounding buildings, which should be marked with property names or numbers, together with a clearly marked North point
Con29 Enquiries of the Local Authority – (Including all Public Register Information)
A full Con29 report can be purchased for £74.60 (inc VAT at 20%). The fee has been calculated according to Government legislation and you can apply by submitting the relevant forms to us by post or by using our eSearch. A full Con29 can also be obtained via one of the National Land Information Service (NLIS) channels http://nlis.org.uk
When submitting the Con29 form a plan should be provided which:
- shows the area to be searched on outlined in red
- is based on an up to date Ordnance Survey map at a scale of 1:2500 or 1:1250
- shows at least two named roads and all surrounding buildings, which should be marked with property names or numbers, together with a clearly marked North point
Con29 Individual questions and Public Register information (component data)
There is no denial of access to the required information at this Authority as it is easily obtainable from Local Land Charges. Individual Departments are unable to respond to personal callers with requests for non-statutory information due to resources in place at the present time.

Q3.2 – Land to be acquired for Road Works - Only available as part of a CON29 search apply by ESearch, to Local Land Charges.
Q3.3 a–c Drainage Matters - As Schedule 3 of the Flood and Water Management Act 2010 has not been brought into force, the Council is not required to keep any records regarding sustainable drainage systems, maintenance responsibilities or surface water drainage charges for any individual properties.
Schedule 3 of the Flood and Water Management Act 2010 has yet to be enacted, therefore the Council is not legally required to record details of the property related SUDS. However, some information relating to property SUDS may have been submitted with the relevant planning application which can be viewed via the internet at http://www.doncaster.gov.uk/services/planning/planning-applications-online-public-access
Water and Sewerage Companies will normally include a surface water charge in their bills where roof water from a property connects to a public surface water sewer. Drainage infrastructure serving a single property within the curtilage of that property will be the responsibility of the home owner to maintain, unless directed otherwise.

Q3.10 – Community Infrastructure Levy (CIL) – N/A – We currently do not have any.
Q3.11 a–b – Conservation Area – Available free of charge on request by email at conservation@doncaster.gov.uk or by telephone on 01302 734922/735199. General advice on what it means to be in a conservation area is available on the Council’s website http://www.doncaster.gov.uk/services/planning/conservation-areas-in-doncaster. From this site individual information on all conservation areas can be found including a map of the conservation area and a brief summary of the special character of the area with date of designation. For several of the conservation areas there is also a full appraisal of the conservation area. If further information is required regarding the designation this is available free of charge on request (as above).
Q3.12 – Compulsory Purchase – Only available as part of a CON29 search apply by ESearch, to Local Land Charges.

Con29O Questions can be purchased for £8.00 per question with the exception of Q4. There is no charge for Q4 as we are unable to provide a response to this enquiry due to the extensive research required and the possible cost involved. The fees have been calculated according to Government legislation and you can apply by submitting the relevant form to us or using our eSearch. Additional Parcels
One search requisition may cover more than one parcel when it is required for the purposes of a single transaction and the several parcels have a common boundary or are separated only by a road, railway, river, stream or canal. “Parcel” of land in this context means a piece of land in separate occupation or separately rated at the time of the requisition for search. For additional parcel fee please refer to our Schedule of Search Fees or contact the Land Charges Department where a member of stall will be able to calculate the correct fee.
If your search does not follow the criteria above, then a separate search for each transaction will have to be submitted.
Personal Search
Personal Search of the Local Land Charges Register
- A personal search is a search of the Local Land Charge Register only and does not include any other statutory register.
- Any member of the public may carry out a personal search but in recent times this has tended to be conducted by ‘Personal Search Companies’ who charge their own fee for carrying out the search.
- Under Rule 7 of The Local Land Charges Rules 1977, Conditional Planning Permission information can be obtained from the Planning Public Register.
- Personal Search Agents should be competent to carry out an inspection of the Land Charges Register without assistance from the Land Charges Staff. If an Agent is attending for the first time then staff will demonstrate how to access information from the computerised system together with information held in manual form.
- Personal Search Agents may not undertake training of their staff at the Local Authority’s office. Please note only one Agent may be present at any one time in the Land Charges Office.
- The copying of Land Charges Register information by any electronic means is strictly prohibited.
- The Land Charges Register is held at The Civic Office Waterdale, Doncaster, DN1 3BU on a computerised system.
- Inspection of the Land Charges Register is free of charge.
Personal Search Appointments
- The Local Land Charges office is open Tuesday, Wednesday and Thursday 9am – 12.45pm
- Attendance is by appointment only – telephone 01302 737293
- Appointments will be released on a Monday Morning at 10am and you will be able to make an appointment for the following week.
- You will only be able to pre book one appointment, if the appointments are fully booked for that week you will be able to book an appointment for the following week.
- Each appointment will be for 45 minutes and the times are 9am, 10am, 11am and 12 noon.These times will be strictly adhered to.
- Prior to your appointment please email the Land Charges Office with your list of addresses on the Personal Search Record and Waiver sheet. Ideally this should be received no later than noon the day before your appointment. This will enable us to retrieve any maps that you may need to carry out your search.

Additional Information
Please do not arrive early for your appointment. Once you have booked in you will be accompanied to Floor 2 where a terminal will be ready for you to use. The room will have wipes, hand sanitizer and gloves.

Once a search has been accepted by us and work has started on that search then no refund will be made and the full amount of fees due will be payable.
