The Community Right to Bid came into force in September 2012 and allows you to nominate land and buildings to be listed as Assets of Community Value.

What is an Asset of Community Value?

Private and Public assets can be listed as Assets of Community Value if their principle use furthers, or has recently furthered, your community's social well-being and interests such as cultural, sporting and recreation, and is likely to continue to do so. 

Examples of Assets of Community Value are;

  • Village shops
  • Pubs
  • Community Centres
  • Children’s Centres
  • Allotments
  • Libraries

When a listed asset becomes available its sale can be postponed for up to 6 months to give your local community groups a chance to raise finance, deliver a business plan and make a bid to buy the asset on the market.

How does the Process work?

  1. A valid nomination is made and the owner is contacted for comments
  2. Within 8 weeks of the nomination being made the Council's Assets Board makes a decision
  3. The owner of the asset has 8 weeks to request a review of the listing from the date they are notified of it
  4. If a review is requested the Council has 8 weeks from the request date to select someone independent of the original decision to conduct the review
  5. If the asset remains listed and the owner still objects they have 28 days from the review decision to go to an independent appeal tribunal

Can I nominate?

Nominations can come from

  • An independent group of 21 or more people who are on the local electoral register
  • A community interest group
  • A neighbourhood forum
  • The Parish Council
  • A neighbouring Parish Council

How do I nominate?

Complete the nomination form below and send it to the council by post or email. The council will then have up to 8 weeks to decide whether to list your asset.
