Thorne and Moorends Town Council Neighbourhood Development Plan

Position Statement - March 2023

At a meeting of the Thorne and Moorends Neighbourhood Planning Committee on 31 January 2023, amongst other matters, "The Town Clerk was instructed to contact the Localities team within DMBC to enquire about funding and was asked to work with the Planning Consultant to create a report to present to full council for consideration at its meeting on 14 February 2023 outlining the present position of the Neighbourhood Plan, the councils future intentions and what work is required to progress with the Neighbourhood Plan, i.e., initially, a housing needs study, a call for sites and later a Strategic Flood Risk Assessment."

Thorne and Moorends Town Council noted the above and subsequently resolved at its Full Council Meeting on 14 February 2023 to complete the Neighbourhood Plan, but acknowledged it would be essential to secure funding to support evidence base, predominantly in relation to flood risk and housing needs.

It is clear that there is intention to complete the Neighbourhood Plan, albeit now looking at new evidence base which, depending on the outcome, may see a number of changes to the current version of the Neighbourhood Plan. Any significant changes are likely to require further consultation, including revisiting earlier statutory stages. As such, weight to be afforded to the current version of the Neighbourhood Plan needs to be reconsidered in line with National Planning Policy Framework paragraph 48.

Regulation 14 Pre-submission consultation and publicity

Thorne and Moorends Town Council published their draft Neighbourhood Plan on Monday 31 October 2016 for 6 weeks.

The Plan and associated documents, which can be viewed below, was available to view during the consultation period on the Thorne and Moorends Neighbourhood Plan website.

Consultation on policy areas

The Thorne and Moorends Neighbourhood Plan Working Group have prepared a document 'Consultation on Policy Areas' which includes the planning priorities identified by the local community. These are intended to be included in the Thorne and Moorends Neighbourhood Plan.

Screening Opinion

Thorne and Moorends Town Council submitted a screening request to the Local Planning Authority to establish whether a Strategic Environmental Assessment (SEA) was required. The screening opinion confirms that a SEA is required.

Designation of the Neighbourhood Area for the Thorne and Moorends Neighbourhood Plan

At Planning Committee on 13 April 2013 the Neighbourhood Area was designated for Thorne and Moorends Town Council.

Designation means that the town council have approval to progress a plan for the designated area and no other parish council or Neighbourhood Forum can complete a Neighbourhood Plan for the area.
